Cost to Taxpayer
$122 million bond issue is projected to cost a residential property owner an additional $4.67/month per $100,000 home value (for example, $23/month on a $500,000 home).
Affordable RFSD Employee Rental Housing in All Three Communities
In order to recruit and retain quality employees, affordable rental housing for RFSD employees will be built or purchased in Basalt, Carbondale, and Glenwood Springs.
Glenwood Springs Elementary School Remodel
The school received a $9.1 million BEST grant from the state for facility upgrades. This grant to GSES represents nearly 20% of BEST funding for the entire state due to the many needs of this aging facility. RFSD must raise the additional $20 million to complete this project this year in order to receive the $9.1 million granted by the state. (We must use it or we will lose it.) The main historic structure will be preserved and renovated while deficient satellite facilities will be removed and replaced, creating a single interconnected school.
Secure School Entrances and Improve Emergency Communication Systems
Securing school entrances is critical for the safety of students, teachers and staff. Improvements will be made to ensure that all RFSD school entrances are as secure and welcoming as possible. In addition, public address systems will be modernized to improve emergency communications.
Update Aging Middle Schools in All Three Communities
Modernize the middle schools in all three communities to create flexible learning spaces to promote the creativity, collaboration and active engaged learning prioritized in the district strategic planning process.
Modernize Building Systems
The physical plant of our middle schools and other older facilities is outdated and not energy efficient. Systems requiring modernization include heating, ventilation, air-conditioning, windows, and lighting.
A New PreK–8 School
Providing a new preK–8 school on land already owned by the RFSD between Glenwood Springs and Carbondale will relieve overcrowding in schools that are at or over capacity and address the growth expected in this area over the next five to ten years. This school will be built along highway 82 (near Orrison Distributing Co.) to serve the 300+ students already living in the growing area between Buffalo Valley and Cattle Creek.
Traffic Flow/Parking at Basalt Elementary and Middle Schools
The drop-off area at these schools is extremely congested and parking is inadequate to serve the school. The traffic flow and parking areas at these schools will be realigned and the BMS/BES bus storage will be moved to a newly acquired facility in El Jebel.
Remove Carbondale’s Bus Maintenance Facility
This bus maintenance facility will be removed in order to utilize land between the Third Street Center and Bridges for affordable housing. Removing this facility has long been a Town of Carbondale priority as the facility is no longer compatible with surrounding uses. It will be consolidated in El Jebel with the Basalt bus facility.
Performing Arts Spaces in Basalt
Basalt High School has no auditorium and the middle school auditorium is in need of a major overhaul–including everything from lighting and sound systems to finishes and new seating. Major upgrades to the middle school auditorium and the addition of a small performance space at the high school will host a multitude of events for Basalt schools and the broader community.
Sopris Elementary School Grounds
Improvements are needed in the student drop-off area to ensure that students have safe routes to and from school. Improvements to the playground area and site drainage are also necessary to address safety issues and ADA accessibility.
Glenwood Springs High School Small Performance Space
Remodeling the small performance space in GSHS will allow it to be used for multiple purposes. (This space was not addressed during the last bond issue.)
Basalt High School Student Commons
The cafeteria will be renovated into a student commons.
Glenwood Springs Bus Facility
A new facility will be constructed on the existing site and the Career Center will be remodeled to accommodate transportation and maintenance department offices.
Blue Lake Elementary School Site
RFSD currently owns land at Blue Lake in El Jebel. We will secure additional land contiguous to this site in order to provide the district with enough acreage for a future school in this location. Note: the bond does not include dollars for school construction.
Red Brick Building in Basalt
This building will be renovated to accommodate preschool, childcare, and other school activities.
Bridges High School, Teacher Training Facility and Community Spaces
Address comfort and energy efficiency issues while renovating facilities to accommodate current uses including our alternative high school, support staff offices and district training facilities.
Roaring Fork High School
Furniture and fixtures that were reused from other district facilities prior to the construction of this school will be replaced to create collaborative learning environments, and exterior drainage issues will be corrected.
Crystal River Elementary School
Furniture and fixtures that were reused from other district facilities prior to the construction of this school will be replaced to create collaborative learning environments. Address comfort and energy efficiency issues in the older section of the building.
Carbondale Community School
A multi-purpose instructional space will be constructed for experiential education and project space to relieve overcrowding of the main building.
